Walter is a Special Olympian diagnosed with Down Syndrome. He participated in the weight lifting competition and won the gold both years he performed.
Walter doesn't like showing off his strength and only lifts things that he deems are necessary. During his competitions, he only lifted the weights that were given to him until he defeated all other competitors, but he could have lifted more. Had he wanted to, he could have participated in the regular Olympics, but he was happy performing with others like him.
Walter learned that the Nolan Residence was looking for employees and volunteers to help out in the community. Since he loved to cook, Walter offered his services and joined as a soup kitchen volunteer. But it didn't take long for his employer to see that Walter was a little more than he appeared.
One day, as Walter was helping out in the residence's kitchen, he heard a car crash and heard a cry. He rushed out with his employer, a young 16-year-old going by the name Alex, and saw that someone had removed a sewer cover and the car had rolled into it. The driver was shaken and Alex took her away from the crash site, but Walter could still hear a whimper. A puppy had fallen into the sewer as well. Wanting to rescue it, Walter lifted the car and pushed it aside.
Alex had watched the scene and when everyone had left, he asked Walter how he had done this. Walter replied that he moved the car because he was the strong one, and he wanted to help.
Alex told him that he too had a secret and showed Walter how he could hit targets seemingly impossible to hit. He also told him that he was looking for special people like him to help fight criminals in their neighbourhood. Walter could think of nothing he wanted to do more, so he accepted the offer. Since Walter also loved wrestling, Alex helped him work on a costume based on wrestling celebrities.
Although he doesn't like showing off his strength, Walter does know that he is strong and often brags that he is the strong one. This name stuck to him and now, equipped with a suit and mask, Strong 1 became the newest recruit to the Unconventionals.
Ricochet once wondered whether Walter was a Randomite, but it seems that his strength is all natural. Walter also has a high tolerance to pain, which may explain why he can lift so much.
Super strength: No one is quite sure how strong Walter is because he only lifts things he needs to. But his greatest feat to date was moving a car to rescue a puppy. For that reason, his strength is estimated at around 1-2 tons of lift.
Physical resistance: Although on the low end of the spectrum, Strong 1 can take physical punishment which would render most people unconscious. He would barely feel a punch from a heavyweight boxer.
